The Louisiana Department of Children and Family Services (DCFS) Child Welfare Division (CWD) is a state-operated child welfare system. Louisiana has 64 parishes statewide organized into nine regions. The local parish offices provide child protective service (CPS), family services (FS), foster care (FC), and adoption services. CWD has approximately 1,500 employees including about 640 frontline caseworkers.

What is telework and why was it selected?

Telework is a type of alternative work arrangement in which employees perform some or all of their job duties at an approved location other than their official worksite. Other labels for telework include telecommuting, remote work, mobile work, virtual work, distance work, distributed work, work from/at home, and flexplace, though definitions can vary (e.g., Allen, Golden, & Shockley, 2015).

During the needs assessment process, the QIC-WD developed a theory of change in collaboration with the Louisiana Department of Children and Family Services (DCFS). Through a series of steps and causal links, a theory of change provides a roadmap to address the root causes of an identified workforce problem and describes how and why changes are expected to lead to the desired outcomes.

The Louisiana Department of Children and Family Services (DCFS), Child Welfare Division (CWD), in collaboration with the QIC-WD, implemented a frontline job redesign as its intervention. An implementation team, including QIC-WD representatives, CWD leadership, child welfare staff from all levels of practice, and human resources and civil service representatives undertook development of the job redesign. The Louisiana Child Welfare Division (CWD) of the Department of Child and Family Services (DCFS) is a state-administered child welfare system. In 2016, the Secretary of DCFS separated child welfare from economic security and child support enforcement, creating CWD. CWD is organized into a state office and three regional “super areas” composed of three regions each.

Each QIC-WD site developed a logic model to serve as a visual representation of their selected intervention. All logic models included four main components: inputs, activities, outputs, and outcomes. Collectively, these demonstrate the resources and actions required to implement the program, as well as the associated result or changes anticipated through implementation of the program. Louisiana: Redesigning the Child Welfare Worker Job

The Louisiana Department of Children and Family Services redesigned the child welfare worker job to strengthen their workforce and reduce worker turnover. DCFS worked with the QIC-WD to create a new job, the Child Welfare Team Specialist, and reorganize workers into Permanency and Prevention teams. This video discusses the challenges DCFS faced related to turnover and how the job redesign is changing the way they work. DCFS staff share their experience with the intervention being tested by the QIC-WD.
